I had the same issue. Let me share how I solved it:

In Host Settings > JQuery Settings, I used the following jquery UI version: http://ajax.googleapis.com/ajax/libs/jqueryui/1.8.24/jquery-ui.min.js

Tried higher versions but it some problems displaying popups confirmation made me go down to this version.

If I create a new page and place modules on it... they are fine. Until I add the Bind's "Ultimate JQuery Slideshow" module... then the Manage buttons unfade and are not selectable...

Something on this module is the causing this to happen or somehow DNN has altered the way it is calling the Jquery class.

 

I have the same module causing the problem.  How did you fix this?
