Hi Mark, as I said, 'Disable' *should* work in the way you require (with no redirect) and it's not a general issue in DNN 6.1.3 as it is working for me. Perhaps someone else has an idea what's happening.

Like the previous posters, it should work as stated.
However, that being said, the problem could be related to the menu component your skin uses. Especially, when one can template it, and in the template no provision has been made for 'disabled' pages. The template shoud render a span for disabled pages and an anchor for 'normal' pages.You can check that in the source of the page.
