Well, that's some improvement and at least gives a workaround. The results also show that the issue is not due to a corrupt user account record and is most likely to problems in passing the correct starting page ot the stored procedure which returns the paged results.

Let's try this for a test:

1. Rest the user accounts settings to a page size of 10 or 20.
2. Try paging to something other than the first page, say page 3.
3. What does the url in the browser address bar look like? In particular the "filter" and "currentpage" parameters?

How comportable are you with looking and executing a stored procedure in the database using MS SQL Server Management Studio or similar tool?

It looks to me as the Maschine Key was changed on the upgrade.  This made problems with the Encryption and Decryption and only new users would be viewed on the user list.

I would do a check of the Maschine Key property with an old backuped web.config file.
