Not sure this is set up right in the first place, so I will hold off on other questions until this is right.

I have a site hosted at GoDaddy.  www.easterfire.com is pointed at the root. 

DNN was installed afterward (using a wizard provided by GoDaddy) into a folder inside the root, so the default page for DNN is in a different location than the website's root:

www.easterfire.com/dotnetnuke/default...

How do I get my site to open to a DNN page and not the placeholder I have in the root of the site?  Does DNN need to be reinstalled into the root? (how?) or do I need to get GoDaddy to point www.easterfire.com to the dotnetnuke folder or...  or... or...

Once I get that nailed down, how do I go about setting up the dev.easterfire.com site?  I tried setting up a parent site pointed at the dotnetnuke folder which kinda worked, the portal was created but the login and logout are pointed at www and not dev and I decided to stop and make sure that the main site was right first.

I have a sneaking hunch that I set up the DNN itself in the wrong location.

If you are working on a shared server with GoDaddy unfortunately you will not be able to install into the root directory as they forbid it. You will also have the /dnnfolder appear in your url when following links and pages within your site.

In order to get around all this you have to upgrade to a virtual dedicated server which gives you a lot more control but also less support as well.. Hope this helps.
