You may use SQL Server Management Studio (Express) to connect to your sql server and database, but the hosting provider needs to open necessary ports.

Oh I see, so then would those ports usually be closed by default? Is there anyway to look in my web files to find what port exists?

ports need to be opened in firewall, not in your website. please contact your hosting provider about options to access the sql server from outside their network.

To connect to your ms sql server remotely - you need to ask your hosting provider to firstly grant remote access permission to the ms sql server.

By default many ms sql servers are set to block remote connections. Secondly the ms sql server needs to be connected to the outside world thru the hosting providers fire wall. This will also need to be configured by your hosting provider.
