Hi all,
first time It happend to me (on many install of the same configuration) , and i'm facing the same message on a Windows 2012 R2, SQL 2K12 Web Ed.
the command line don't work on Windows 2012, but give me a good information.
I've been able to solve to problem by uninstalling .NET 4.5, reboot, reinstall .NET 4.5 , reeboot. And reload the website without error
