I was able to get this resolved. I use the iFinity module. So I had to revert to the default DNN module for URLRewrite as well as FriendlyUrl provider in the web config. As an extra precaution I disabled all the IIS rewrites I had configured and this allowed us to be able to proceed past step 1 of the UpgradeWizard. From there the upgrade went smoothly and was successful. I hope this will be helpful to others.

currently I have upgrated on localhost and hope now for better future updates.
