When you install the skins for the admin they will only be available for that portal.

You should make sure the skin is not assigned to any portals or pages, then you should be able to un-install it from admin > extensions.

After that you can re-install it from host > extensions
Only removing the files will not help as the skin will still be registered in DNN

Hmm...,
I just installed a skin as a test from Admin > Extensions in DNN 6.2.7 and it ends up in the Portals/_default folder and is listed as a Host skin

That seems like a bug to me, but it's strange I didn't notice that before..
