Brad,

Please check Site Settings :: Advanced Settings :: Usability Settings -> "Control Panel Security". This should be set to "Module Editors" in your case.

If it is, please clear the cache and recycle the Application Pool (under "Tools") - maybe this helps.

you might also need a container, which includes the "edit content" action link.

THANKS!  That worked for me.  I had an events module set up that I wanted them to edit...but not allow access to the entire page.

 Your steps are an ideal solution.  It's pretty counter-intuitive.  Glad you figured it out.  I'll keep track of this post for future reference.
