Has DNN7 done away with the import and export function for modules.

I am trying to do an import from a module I had on a different site but I can't locate the Import pull down that normally is on every module on early versions of DNN.

Import and Export are no longer an option on the items.

Can someone help me turn on this function or is it now gone from DNN7?

I see it on modules (from the Gear dropdown).

I see the gear but never get a drop down menu. Says settings but I never see the drop down menu.

DataSprings dynamic forms module.

Even if I change to the home page and scroll over the gear on any module all I see is "settings" no drop down menu.

I tried it in Chrome and also in IE.
