Are you sure you set propper permission on the physical file System of your dnn instance?  The application pool user must have write, Change and read permissions, the IUser/IUsers must have read permissions.  All permissions have to inherit to all files and subfolders!

Have you set the execute permission to scripts and executables in the IIS Handler settings?

If you use a Client System try to disable UAC.

I'm using the same proceudre as always, with a DNN installation, there are a lot more on the same server, including some DNN 7.0.X
It seams it only happens on my two dnn 7.1 installation.
Can you take a look at: http://ptoz.captise.nl/
If you look in the errorconsole in firefox you'll see some errors.

Could it be missing some files?
Or are there specific things I should set on IIS in DNN 7.1?

Is there some file missing or perhaps a wrong version or something?

I could not reproduce your issue with IIS 7.5, .NET 4.5 and SQL 2008R2 on new install of DNN 7.1.0.  So I think it must happend with permissions before you installed your Version.
