Currently only banners module have this problem.

this is behaviour by design - as banners can go cross site (and contain images/html) only hosts should be able to manage them. I believe admins used to be able to, but that was incorrect as per the security model (I believe Ian covered this earlier in the thread and has posted a jira issue and code tweak workaround). We have no particular objection to adding a new module permission that would allow delegation of the ability to administrate banners, however we have limited time/resources so we typically target areas that have highest impact/reward - as such you may be better to log this at http://www.dnnsoftware.com/voice and get some support for it - we're more likely to address a problem if it is a common request.
