Sebastian,
this bug causes those strange values to be written to the table, but is it related to the problem with checkboxes?
I'm not sure, but think I already saw such a problem with checkboxes in the past.... could it be another type of bug?

Alberto or someone else, did you find a solution for this issue?

I can't see any related errors in the log.txt file. Also double checked jquery  settings in Host Settings, but nothing relevant found. This issue makes it impossible to add new pages or to edit existing page permission settings.

no solution yet: I cannot upgrade some production sites because of this problem. I am investigating this today, 'cause I need to fix - will report any success here.

I tried creating a new portal on the host where I have this problem, and the problem appears also on this new site.

I doubt it depends on portallocalization, values are correct in my table and I did not enable localized content for this site. Looks like Permissions Review for 7.2.1 broke something here, maybe something was not properly upgraded?

ANy idea of what files to check?

it should be safe to clear all unwanted entries from portallocalization table.
You should also check items in PortalSettings table, make sure, they contain portal default locale only.
