I suspect a bad resource file due to this message :  Invalid character in the given encoding.

The trick however is to identify the one causing the problems. Do you have any foreign language packs installed ?
You could try removing them (after you make a backup of course...). If you only have the englisch (default) resource files you could try overwriting them from the zipfile.

Thanks. Yes, it was one file in the French localization for ActiveForums 3.6.6. I have already fixed it and will upload the Language pack later to www.activemodules.com.
