Can not access Admin Site Settings. Get the following error.

i've seen that before. Is there also error at the same time that is about a database timeout?

No. I have no issues accessing any other parts of the admin area just site settings

based on the exception the likely failing code looks like this

DataSource = SkinController.GetSkins(Portal, RootPath, Scope)

                                           .ToDictionary(skin => skin.Key, skin => skin.Value);

As it's happening at the admin->site settings level that would suggest that a portal is missing the skins folder and causing an exception, or else that the default portal is missing that folder - I would check the default folder is there first i.e. portals/_default/skins

Yes there is a portals/_default/skins folder.

The site settings is the only section of the admin drop down I have no access to.
