No Dear Sebastian, I don't ask about make DNN Localization, I asking about Problem after upgrading....!!!
After upgrade the languages not working as you can see on mahidesign.ir or setluxury.com
you can see there is Language Drop Down Menu but When you want to change it, just page will refresh and nothing change and no error...

This is my question

now 2 website after upgrade have a same problem and I can not fix it and nobody answer me.... :( I'm responsible in front of my client and I have to fix it.... please help...

Armin, did you check Admin > Languages, that all languages are set to be enabled?

please look at this image: http://ecb.ir/language-view.png

this is for this website: http://mahidesign.ir, if you try change language you will see just page will refresh only...! before upgrade, it was working as well, I afraid that I have to delete english and again rebuild his language.... and there is no guarantee to be healthy after that or after next upgrade..!

it sounds like there is a missing default portal alias for English language or English is not enabled.
Would you please check portal aliases - make sure, there is a default check for one of the English aliased.
Besides, please post content of PortalLanguages table (just the rows for this website).

Dear sebastian

Thank you before for your help

Please look at this Screen capture of Site Alias for this Portal that has problem on language: http://ecb.ir/site-alias.png

 As you see, mahidesign.ir and mahidesign.ir/fa-Ir and mahidesign.ir/En-Us are Primary aliases and I change them but the result was same... I hang default primary, I change Default Language...  but no different... BUT

Important things is :

when I use http://mahidesign.ir/fa-ir/Admin/Site-Settings URL it's ok,

when I use: http://mahidesign.ir/en-us/Admin/Site-Settings URL following error happen:
