Today I Install new DNN 7.3.1 and I add HTML module in a page and I click on Edit Content to Upload and insert an image to my HTML Telerik Module, But When Upload Panel Opened, I could not Make New Folder to Upload File there....

 What is problem here? After Add New User and Assign Administrator Access, I have to do more thing for this admin user?!

Try opening the File Manager as host and Apply/Update the root folder for the site to reapply the permissions.

When I go to Admin / File Manager and Right click on Root for get permission, I saw the administrator had permission by default, all other folders too. I have to give permission for all user to admin can see?!!!
I think there is a mistake here and need to debug from dnn. before it was not same this and admin was equal Administrator with admin access to any where... :(

the admin user automatically has permissions for all files, you do not need to set anything. Based on other posts I believe you're using an RTL skin (and Farsi language), and have ran Sebastian's "turbo" script so perhaps one of them has caused this -I say this as a number of the issues you're reporting in forums/answers/jira only affect your installs, which suggests it's not a common DNN issue but rather one brought on by something unique to your environment/setup/configuration (one other guess is that you might be using a different collation in sql - DNN expects the standard non-case sensitive/non-accent sensitive collations). As a start I would first suggest you test installing a 7.3.1 instance and making no other changes to see if you can recreate the issue (you may also want to check the \Providers\DataProviders\SqlDataProvider folder of your current site to see if there are any issues logged in the .log.resources files

Dear cathal
I Install two New Installation of DNN 7.3.1 Original (Download from Codeplex.com) and DNN-Farsi (Download from www.dnnsoftware.ir) and I Install both on my Dedicated Server on (Hetzner.de Data Center by 176.9.138.131) by domain name: www.dnnportal.ir for Farsi and www.drdnn.ir for English.

After installing, I Add just New User (admin) and I gave permission "Administrator" for both same together.

Both Website Admin there was no Permission for Admin User and you can see Image Capture for both here: http://ecb.ir/armin/English-Clear-DNN... for English and http://ecb.ir/armin/Farsi-Clear-DNN73... for Farsi they are use Plesk Panel for Email/File administration also.
Ok, Now, What is Problem? both are same and I don't Install Mr. Sebastian Turbo SQL Script and there is same problem on Original English Version.
