Yes the module is HTML.  There is a drop down list for module, but I do not see a selection that says "Design"

When you are trying to edit the content - Look at the bottom of the content window there should be three links. 1) Design, 2) HTML, 3) Preview,  

It looks like the link HTML might be active when you are trying to edit the content.
Try clicking the link that states design.

  I do not have those three links at the bottom of the content window.

  I only know the Module setting as HTML from the editor pane at the top of the page.

I have to leave in 15 minutes.  If you like you can email me directly the link to your site along with a temporary Admin UN and PW which you can delete after I take a look.
