after downloading the upgrade package, enter file properties and click unblock at the bottom of first tab, if displayed.

I'm sorry to say that won't compile for me, either. Same errors I noted earlier. I am not having trouble with any other .NET 4 projects, but repaired the framework anyway. No change. I may come back to this later, but I don't have any more time for it at present. Thanks to all who offered help.

There is no need for an explicit compilation, you should be just to browse the site

When I do that, I get:

Handler "ExtensionlessUrl-Integrated-4.0" has a bad module "ManagedPipelineHandler" in its module list

Start over. Something odd may have happened when you attempted to compile the entire website. I've seen this happen in the past. It's a pain but it normally works.
