Is the CK editor going to replace the Telerik Rad editor as the default editor in DNN?

It looks like one of the bugs (browsing files from a child portal without admin rights on parent portal) has been resolved.

Yes.  We are working to make CKEditor the new default editor provider in 7.4.0.
