This is weird - Rad Editor is loaded / provider - except when going to edit content- 7.3.4  I see Basic  and rich TextEditor box and controls with no content,  except there is content in the module...don't seemto be able to editor other than in basic HTML mode  and then that's limited.

Suggestions to bring it all back into place?

the issue might be caused by a JS error or Telerik Library version.
Easiest option to solve might be installing CKEditor from http:// dnnckeditor.codeplex.com

Thanks for the suggestion Sebastian, but the Rad Editor is installed- and I had an issue with the update to  7.3.4 where js didn't load- so with the checkmark in place and using Chris Hammonds Hammerflex Bootstrap 3.3 - I looked for a solution.  Idk if adding the CK Editor will complicate it or make it right.

I seem to have an extra Portal  as well: 0   |  0-System    |  _default    where the latest date is under 0-System- the only file is Cache Pages with dates through today, the 0 Portal has the other files and Cache - Pages dating to last update 11/23/14 - so I think due to a misfire in the upgrade it established a new set of Cache Pages and the info is in the wrong "file" .  Moving the Cache from one file to the other via file-zilla might work, but I'm very hesitant to do so- it might further complicate the web  site- which I do not wish to rebuild.

0-system is the new folder for resources that need to be kept local, even if moving portal folder to a network share or into the cloud.
CKeditor will ship with DNN 7.4.0 and is expected to become default editor in DNN 7.5
