Out of the box, DNN 7.3.4 doesn't support sending the password via email either. If you absolutely need this feature, you'll have to do some heavy customization.

For example, I support a DNN 7.3.4 site where a previous developer made a copy of the User Manager module from DNN 6.2.9, and tweaked it. This customized User Manager will still send the password via email when an administrator uses the module to reset the password on a user account even though the native User Accounts module will not do this.

if they are able to send passwords that means passwords are not encrypted, and that is a huge security flaw. I believe they hash passwords, thats why the retrieve option is disabled.

send password option is available only, if passwords are encrypted (and can be decrypted prior to the send method - the risk lies in sending them by email in plain (decrypted) text.
Since DNN 7, passwords are hashed by default and cannot be retrieved.

At least on the 7.3.4 DNN installation that I'm currently supporting, even with passwords encrypted and not hashed, the ability for the users to retrieve their passwords is not available. 

It appears that the ability to retrieve passwords is no longer an option in DNN 7.3.4 no matter how your passwords are stored, unless I have something wacky going on within this particular installation.

Yes that is my point. This instance of DNN is about 5 years old. Upgraded with each release. If I click forgot password, it is sending an email with Registration details and a blank password. If I do a Force Reset, that same email is sent. Nothing is sending the Reset Password email.

Why.. what info do you need to assist?

PasswordFormat = 2, looks hashed to me.
