Accepted Answer 

Fixed! I hope someone else may find this useful.

The issue was that 'Static Content' (under WWW Services->Common HTTP features) was not checked when I installed IIS.  Once I checked this the page displays the styles and images just fine.

For me "Static Content" was already checked. Install Wizard on my laptop is not showing any images :-(

Ketan, you may need to check permissions and the user being used for anonymous access.

Yes, that was it.  I needed to give proper permissions to the user on the folder where all the content was.
