Sounds like you are not ending up in the folder you expect to be. Are you sure the default web site points to the right folder? Likewise the bindings.

Suspicious that you have a localstart.asp at all. My Win 7 system does not.

Double suspicious: your htm page should either show up or give you a 404. Why did it not do that? Did you give it one of the special names?

Yes very odd.

So I removed all references to dnndev.me and tried to install DNN as a normal site by creating a new folder with the install files, pointed default website to it and added default appPool permissions and ran browse.
Local host should surely load the install screen or an error but it was just blank.
Added Default.aspx and received this error

XML Parsing Error: no element found
Location: http://localhost/Default.aspx

Can you load a simple image from that folder?

Well

It seems the new build policy had  not registered asp.net with IIS, one of our guys remembered the error from an another installation job.

We can now access the install screen as a normal website, but it stills redirects to localstart.asp when we try and setup as dnndev.me??????????????????????????????????????????/

If you have installed then you will need to add dnndev.me as a PortalAlias.

Else it *has* to be in the site bindings. Check if you can access a trivial file (image) using dnndev.me. That will confirm the binding.
