I have tried to install DNN 7.4.0, the installation went okay, I got the first screens and setup the host account as usual. However, when the site loaded, it wasn't picking any CSS. I have granted "Everyone" full access to test if it's permission issue, but it's not. What else could it be?

THat is not enough. You should assign Full Control to the Application Pool Identity on the folder where you installed DNN. You do that like this from the command prompt:

icacls c:\inetpub\wwwroot /grant "IIS APPPOOL\DefaultAppPool":(OI)(CI)(RX)

or from the UI and then add the identity like IIS Apppool\yourapp

The App pool had already been assigned full permissions. Otherwise the installation wizard (which was picking the CSS) wouldn't have launched at all.

how did you configure anonymous Access to the files in your Website? usually you would use same as App Identity.

Sebastian, under IIS / Authentication the 'Anonymous Authentication' is enabled with "Application pool identity". I have tried the 'IUSR' and assigned it (read & execute, List, and read) but still no luck.
