On a fresh install after hitting the URL
http://dnn7.4.local/Install/InstallWi...
The following error occurs.

And Yes: I ran Unblock on the ZIP archive before extracting the contents.

Server Error in '/' Application.

Parser Error 
 Description: An error occurred during the parsing of a resource required to service this request. Please review the following specific parse error details and modify your source file appropriately.

 Parser Error Message: Unable to create type 'dnn:DnnComboBox'. Could not load file or assembly 'Telerik.Web.UI, Version=2013.2.717.40, Culture=neutral, PublicKeyToken=121fae78165ba3d4' or one of its dependencies. The system cannot find the file specified.

Is this a known install issue? Is there a fix?

P.S. I have applied the DNN7.4 upgrade and that worked without a problem.

Are you running .Net 4?
What OS Version are you on?

Yes, I am using .NET 4. The OS is Windows 8.1 Pro.

Were you attempting to install from the source rather than install package? If so, it is first necessary to build the DNN_Platform solution in RELEASE rather than debug mode to create the various module and provider packages and as I recall to place the Telerik assembly in the website's /bin folder.

No I used the standard New install package as shown here.

7.4.0 - New Install

Based on your comment I looked inside the bin dir and saw that the Telerik dll files were missing.
I cannot imagine how that could happen. My trusty TotalCommander file manager was told to copy EVERYTHING.
Anyway, I ran the copy command again and this time the DNN InstallWizard was invoked.
