I am new to DNN, I have a question on whether DNN allow to directly use a '.ascx' file as a registered control instead of going through DNN "Install Module" or "Create Module" procedure.

In my recent project, I have a control which has been directly embed into page skin without referenced through any module and didn't even wrapped in a layout annotation pane.

After I tested it , I found it doesn't work. So I assume that what I did is not the way DNN allows.

Could you confirm on that whether my assumption is right?

Thanks for your help in advance.

for skins, you do not need to register controls, but for modules, you need to create necessary metadata - either via install package and manifest or manually in Host > Extensions.
