I am not sure if this is the same issue but I have been wrestling with outgoing emails from the message dispatcher in the scheduler. My SMTP settings test OK and when I change user roles the emails were being sent to the user but not when using the messages and notifications system.

I ended up adding the additional row into the host settings as suggested but this did not correct the problem...

I finally checked the host settings via SQL Management Studio and noticed that the DefaultPortalAlias column in the HostSettings table had a value for an instant alias generated by my hosting provider during the initial deployment. It did not match the actual url that was driving the site nor the SMTP settings... after I updated this value all of the Social Core Messages that get sent by the message dispatcher began to work! Took a long while so I figure it might help to document it so that others may avoid the hair loss. I was not seeing any errors or log events.

I think there is a problem when the defaultportalalias does not match the SMTP settings. Must be in this file:
