Does your firewall allow the outside world to talk to the database? Have you checked that it works? Suggestion - Use Sql Server Management Studio to connect to the server and run a query.

Another cool method for testing you connection strings is to just rename a file such as test.txt to test.udl and save it to your desktop.  You can then open this utility to test your connection strings until you succeed.

Sebastian,

After doing some more digging the standard Windows Firewall was on by default on both servers which was causing the connection to fail. When I turned it off, the install was successful. Thanks to all for your suggestions and help.
