I am workinfg to add content localization and everything seemed to be working fine. However, I then realized that everytime I go to a page it automatically brings up the "Add New Module" overlay. I can close it but if I try to "Close Edit Mode" it will bring up the "Add New Module" overlay again.

This is only happening in the portal that I have added languages to.

I'm running DNN 7.4.2

It appears that this only happens when the Language code is added to the page url. When I select German for example it adds /de-de/ to the url and the "Add New Module" screen shows up. If I remove that from the URL I am still on the German page and am able to "Close Edit Mode".

please make sure, there is a primary alias for each language specified in Admin > Site Settings.
Are you using Advanced URLs?
