What I need to find, then, is why the change in provider to CKEditor didn't change it to be used throughout.

Katherine,

  The HTML Editor Manager is only used for Editor Providers which specifically support this module for managing Editor settings.  Currently the only two that support this (as far as I know) are the CKEditor that ships with DNN 8.x and the old RadEditor which shipped with DNN prior to DNN 8.  All other editors have their own methods for managing settings and you would need to check with the vendor who wrote the editor provider to determine how to manage settings for their provider.
