GA module is an admin module to configure the settings, not to be used to gather the information.
Most likely, the GA file in DNN root folder is missing or wrong format.

The website appears but the template/style sheet is broken, thus the site doesn't work.

did you unblock the downloaded install package (in file properties) prior to unzipping the files contained?
Another reason might be a permission issue for iiusers role, which needs read access to the DNN folder.

I am trying to install new dnn 8 version to my local machine. I am also getting the same kind of exception message.

27% ERROR occured - Installing Module - DNNCE_GoogleAnalytics_08.00.00_Install.zip
