usually, the user should be "IIS AppPool\[yourAppPoolName]" where "[yourAppPoolName]" is replaced by the name of your application pool.
On your local machine, you may use builtin "Networkservice" account instead (in advanced settings of your IIS App Pool) and use this user to grant permission (name not preceeded by "IIS AppPool\"!)

Thanks for the help Sebastian. 

Much appreciated. 

The app pool and the default website weren't working.  That's outside the scope of DNN. Once all the components of IIS were installed and the app pool was working,  DNN installed successfully. 

The next issue is a 509 error. Clearly a separate issue. So I'll start a new post. 

Nice suggestion on the alternative installer. Let me specify the DB and didn't have any more trouble with that part of the install.

IIS error 509 (HTTP error 509) sounds unfamiliar to me are you sure you noted the correct status code?
