Hi, I don't see the option for administrator to upload a theme on the portal level?
as he used to do with Site Settings page?
Is that another lost feature?

 Execuse me, is there any documentation wrote by the people who removed these features as a guide on how to achieve the same functionality in the new version? Or do they just drop features?
installing portal level theme is something essential if you want to give the theme to only one portal and one administrator, now what? should all themes be on the host level and shared with all website?!!
Is there a work around?

you might upload the skin files to the skins folder of the portal, DNN should list it in manage themes (though I haven't tested it).
You might enter a feature request into the public issue tracker at support.dnnsoftware.com

Tried copying the skin to "PortalID-System" folder it appears in the themes but when applying it the portal looks for the skin in PortalID folder (not PortalID-System), moving the sking to "PortalID" folder skin works but not appear under themes
It is an old feature, not a new feature request and they removed it intentionally so they must have reasons to remove it (hopefully)
I would rather stay at version 8
