my webpage updates in DNN to text or links do not take when I hit the save button. I then have to close out, come back in and retrieve the changes then save them again. Then when I go to publish I have the same issues. Is this a DNN problem or something on the server level? The site is running 9.1.1

For what it is worth, I've not seen nor heard of this, with DNN 9.x.

I would start by looking for Javascript errors in the Console of your browser. You can also look at issues in the EventLog and Exceptions table in the database. You likely have something misconfigured that is preventing the service calls from firing properly, if I had to make a guess.
