It might be fairly self-explanatory if it was complete.  I'm getting the message too and this is all it says:

Unauthorized Access Error

Error Details

File c:\Inetpub\vhosts\dirtworm.net\httpdocs\Portals\_default\\Logs\LogFailures.xml.resources
Error   Access to the path 'c:\Inetpub\vhosts\dirtworm.net\httpdocs\Portals\_default\Logs\LogFailures.xml.resources' is denied. The Windows User Account listed below must have Read/Write Privileges to this path.

There is no additional information.  It does not give the user acccount.  I will assume it is the NETWORK SERVICE it is talking about.  I am currently trying to get beyond this problem (being new to dnn obviously).

Do you have admin access to the server?  Or is it just a shared hosting account?

This thread may have some relevant info:

Hi

I am sitting here with the same problem of the LogFailures.xml.resources file rights.

My problem is that the hosting provider has, by security reasons, disabled all writing activety and that is not for discussion. My question is: Can we disable til writing to this logfile: LogFailures.xml.resources?

In the setup of the website it is set for logging to DB instead of on fileserver. But I guess this is not related to this.

PLEASE HELP ME.

/SBI

They are related, and setting the logging to DB is the preferred method.

What version of DNN are you using?

DotNetNuke Modules from Snapsis.com
