I did FTP the file up and it worked. I guess my hangup was in wondering how the file would be associated with the domain of choice. I didn't really want any domain that is running on my DNN install to access this file. But I guess that doesn't really matter. So you can get to the file using any of the following.

www.refmin.org/test.html

www.theforerunnernetwork.com/test.html

www.covenantcareadoptions.com/test.html

Again, this is not what I really wanted, but I suppose it's not a big deal since no one other than Google will even know that the file is there.

The only way you'd be able to put something at the root is VIA ftp, but like you said it would be accessible to everyone who knew the URL. The other option is to put it in the portals/#/ directory, but google won't know to look there for the file.
