I am using DotNetNuke 4.03 and if any user besides administrator tries to add a file link, they do not get the option to "upload New File". If I log on as Administrator then the "Upload New File" option is there, other wise it is not available to select. I wanted different users to administer different sections of our portal. With out this abilaty I would need to upload all there files for them or make them administrators of the site.

By default all folder are set to administrator only access.  To give other roles access you need to go to the File Manager and set the permissions on the folders as you need.

Philip's answer is correct, I was having the same problem but I went to

Admin
File Manager
and I checked all users WRITE TO FOLDER permission.

This worked just fine!
