The MS Document on the Copy Database Wizard
http://support.microsoft.com/?scid=kb%3Ben-us%3B274463&x=14&y=6
states:
"To use the Copy Database Wizard, you must be a system administrator or a member of the sysadmin role. "

I am afraid that one would not work.

Most utilities I found, are based on transfering some kind of file from the SQL Server machine (DB files, or Backup files). This is exactly what my provider will not let me do.

I gues that I  am constrained, to whatever can be done through an SQL connetion (transact-SQL) with a  db_owner   role.
