Thank you! Thank you! Thank you!  That solved my issue.  Once again, for the search bots, If you are hosting DotNetNuke (DNN) at GoDaddy with their Shared Hosting plan, do NOT use smtpout.secureserver.net as your SMTP server, use relay-hosting.secureserver.net with anonymous authentication.

Thank you!  That solved my problem too.

Funny thing is, I was using smtpout.secureserver.net without any issues until I upgraded to the latest version of dnn.

I am also having this problem, but my site is not hosted with GoDaddy. My SMTP settings have always been mail.website.com and until recently, emails were sent out.

Could something have changed with my host that is causing this? Or any other ideas?
