Did you copy over the machine keys from your old web.config?

Yes, the keys are correct. I performed the upgrade with the wrong object qualifier, and the compression module may still be erroring on the password. The host username still seems to exist.

Machine keys were wrong, evidently ftp was not overwriting web.config, had to rename and ftp new copy. I can now logon.  Thanks

I had to copy all files from config directory to root to get modules working! A few got security warning when upgrading.
