I was hoping someone could point me in the right direction to get a site I have already coded (xhtml/css) into a DNN skin. I'm looking to pay someone to do it for me.

We're doing quite a bit of XHMTL and CSS work on our new http://www.skincovered.com site.. around January 15, we're hoping to put about 25 CSS skins online (tweaking atm) so if you send your code to me, I can give you an indication on how difficult or the shortcomings that you might encounter.  Both Armand and John are also very proficient at anything related to CSS and XHTML, and I would assume you're going to be using the 4.4 build with that aren't you?
