To answer your question more directly: modules have not been migrated because for the last year we actively promoted supporting both the 3.x and 4.x DNN codebases.  It was only in the last couple of months that we have finally said we are ceasing active development of the 3.x branch and will focus now on 4.x going forward.  Because of the need to support both versions of DNN, modules were forced to remain as 3.x modules or to support two different module versions.  The second option did not seem prudent since it would require extra time and effort to maintain the two versions, and for most projects that time/effort was better spent fixing bugs and adding new features.  Now that we have officially endorsed projects to move to .Net 2.0, you will see them slowly start to migrate.  Some project teams will be quicker than others in getting a DNN 4.x version out, but that is up to each project team to manage.
