On one of the portals I administrate (and only one), some sort of issue occurred that has resulted in no new modules being allowed. The drop-down does not work. I have logged in as multiple different admin users.

The real problem is that the site admin accidentally removed the Recycle Bin module...which I now cannot add back to any page. I suspect there is some way to fix this in the database, but I have not figured it out yet.
