DNN 4.04 w/Links Module 3x

As per other threads I am having the problem with the Link Icons but only on user acccounts, when I view the Links on my SuperUser account I see them (in preview as well) but when I login on a test user account they are broken links? What is happening here? and can it be fixed?

make sure, all users who can view the module have also view permission in DNN file manager for the folder, where the images reside.
