I am not sure if this is possible, and I am having problems with parts of it. Basically I would like to setup something like this (but not sure if its a good idea or possible):

My department would have admin powers.  Each department manager would be in control of their department pages.  A AD user would login after creating a profile using Easy Active Directory 4.2.  Then a manager would add that person to the correct role (or they would be automatically added b/c they would be in the group of what ever department they are in).  A manager would also be able to add a external user which would get approved by my department to have access and they would request a area (files, etc) to be accessed.  All pages would be controlled by roles and only certain people would have edit on those pages.

I know how to do some of that, just not all.  Do you think this software can do this or should I use the software in a more basic form?

We run DNN on our Intranet with basically the same aim as yourself. 

The only drawback is that DNN still has little support for permission inheritance, so although you can divide your site into sections for each of your departments and can set the correct permissions at the top of each 'tree', new pages / modules created by those users don't automatically inherit those same permissions, which seems to be the most obvious method.

Additionally, there is no 'admin' setting to 'propogate' permissions down a tree to fix any erroneous permissions
 should they arise, so the aim of distributing authorship to various 'department editors' is difficult to maintain.

Added to the fact that no-one understands the copy content / include on all pages / mirror page features, you're pretty much back to a handful of administrators that understand what they're doing, having to do everything..
