I've a similar problem, except I can't override skin.css on the initial page only. All my other pages I can override it fine but it won't recognize the "skinname.css" file on that first page. I tried restarting IIS and I tried restarting DNN to no avail. I'm running DNN 5.04.01 Any suggestions?

Normally that should work, do the ascx file and the  css file have exactly the same name?

They both have exactly the same name (Minus the file extension).
The skin.css file is purely a pair of @import directives. I don't know if that would be a complicating factor. I just find it odd that it works on every page except for the Home page.
This is a fresh install of DNN from the starter kit download. The only real change I've made is that I had to turn of friendly URLs since I'm running it on a custom port and it wasn't re-writing them properly.

I shifted all the code from the style sheets that were being imported via the @import directives directly into the skin.css file. Didn't help at all.

Can you open the css file that's being loaded directly through the browser to see if it's the right file? Doing this will make sure you're working on the right set of files. If there are no changes occuring you might be modifyinh files that aren't being loaded. I've done this in the past by working on a skin which I'd installed though the admin extensions, but the skin I was using was located in the host extensions.

Another thing, if you're adding CSS to override other settings, make sure they come last in the CSS files.
