I fixed this with the below sql update dbo_Portals set AdministratorRoleId = 0 , RegisteredRoleId = 1 Both these values were set to -1 for the two portals that I was having trouble with. The original portal had the correct values.

Hi,

After some hours investigating, got the source of the problem.
The portal creator (host) needs to be in the English language!!!

look at the table dbo.portals. there i found wrong values at the rows administratorRoleId and RegisteredUserRoleID. both had the value -1

to answer a previous question in this thread:
user permissions for pages are stored in table TabPermissions and for module instances in ModulePermissions

Encountered the same problem with a fresh install today - default permissions for new pages and modules was a "locked" state for "All Users". dbo_Portals AdministratorRoleId and RegisteredRoleId were both set to -1, having changed to 0 and 1 respectively all back to working as expected.
