Hello All,

I've several sites (4.9.x, 5.x) and it seems on all of them that when I uncheck a modules 'Inherit View permissions from Page' the page editor can still edit the module. Even I specifically deny that role from being able to tweak the module, They seem to inherit the page permissions no matter what. This is not acting as I would expect at all.
Any ideas?

A Page Editor is the equivalent to a Administrator for that page (matter of fact it used to be called a page admin) and just as you cannot block an administrator you cannot block a Page Editor.  The whole point of a page editor is to have the ability to administer the pages content and thus you would not want another user to place something inappropriate and then make it impossible for the page editor to fix (just like an admin).  I hope this helps you better understand the role of a page editor and why it works this way.  

NOTE: IF you do not want a page editor to edit the content, try not making them a page editor and instead only give them rights to the specific modules you want them to edit/admin.

Not a problem.  DNN has a definite learning curve, but the great thing is that it does offer such great flexibility.
