This has been confirmed as a bug in DNN 6.1.1.  I plan to fix this in the 4.2.0 release cycle of the media module.  Development will begin as soon as 4.1.0 finally gets through the release tracker.

There is a work-around to this where you can upload the video using FTP (which is usually a best practice anyway due to the typical size of video files).  Do note that if you use FTP, you usually have to re-sync your file system before the drop down list in the media module will show the media file.
